Cell and Area Search Procedure

Purpose. This procedure sets the method and records for random and targeted searches of cells, common areas, workshops and people.

1.Authority and planning

Random searches are scheduled by the Security and Intelligence Manager each month. Targeted searches must be supported by an intelligence assessment and approved by the Security and Intelligence Manager or, outside business hours, the Senior Officer on shift. A search plan must name the team, the area, the time and the reason.

2.Search team

A search will be conducted by at least two officers. The person whose cell is being searched will be removed to a secure area and, unless there is a security reason, will be able to observe the search from the door. Officers must wear gloves and use a torch, mirror and detector where issued.

3.Method

The cell must be searched systematically from the door clockwise, top to bottom, including the bed frame, mattress seams, vents, light fittings, toilet cistern, window frame and any personal property. Common areas must be divided into zones and each zone signed off. Property must be handled with care and returned to its place.

4.Finds

Any item found must be photographed in place where possible, secured in an evidence bag, labelled with the finder, date, time and location and recorded in the Contraband and Property Register. Suspected drugs must not be tested on the unit. Finds that suggest an immediate threat must be reported by radio.

5.Recording

Every search must be recorded regardless of outcome, including nil finds. The record must show the reason, the officers, the start and end times, the condition of the cell on completion and any damage. The person searched must be told the result.

6.Person searches

Pat searches will be conducted by an officer of the same gender where practicable and in line with the state guidelines. Strip searches require approval by the Senior Officer, must be conducted in private by two officers of the same gender and must be recorded with the reason and the approval.
